2000
December 13th: adoption of the SRU law in France (SRU: Solidarité et Renouvellement Urbains - Urban Solidarity and Renovation). To satisfy the demands of organizing authorities and operators, the Group RATP set up a structure to guarantee transparent and separate accounts between activities related to its contract with the STIF (Syndicat des transports d’Ile-de-France - Ile-de-France Transport Union) and activities developed outside this contract, namely in other parts of France. This structure is the firm Urbiel, RATP’s subsidiary company (100 %) created in 1993.

| Voted in December 2000, the SRU law aims to ensure greater coherence among urban and transport policies with concern for sustainable development. In accordance with this law, RATP can develop its activity through subsidiaries such as RATP Développement outside the contract that ties it to the STIF (Ile-de-France Transport Union). |
2001
Creation of RATP France. Once the SRU law was adopted, Urbiel’s activity spread to cover the entire French territory. After changing its statutes in October 2001, Urbiel became RATP France.
2002
Creation of RATP Développement SA. At the end of the year, RATP and TRANSDEV entered in patnership to develop theirs transport activities in France and abroad. RATP France changed its name to RATP Développement, 75 % owned by RATP and 25 % by TRANSDEV, and its field of activity spread to an international level. From 1,5 million euros, the capital of RATP Développement grew to 18 million euros so the company had the means to develop appropriately.
New contracts:
- the towns community of Annemasse chose the temporary inter-company group RATP Développement / Transports Publics Genevois (TPG) as a delegatee to renovate the operating contract of its urban public transport network "TAC".
- the SMTC (Syndicat mixte des transports de Clermont-Ferrand - Clermont-Ferrand Mixed Transport Union) entrusted the operation of its network to an temporary inter-company group directed by RATP Développement.
- Mulhouse: the SITRAM (Syndicat intercommunal pour les transports de l’agglomération mulhousienne - Inter-commune Transport Union) entrusted the operation of its network to a temporary inter-company partnership formed by RATP Développement and Soléa.
2003
EuRailCo set up in Great Britain.
2004
By the end of the year and less than two years after its creation, RATP Développement had established itself in 13 locations worldwide as an operator or provider of technical assistance.
Successful launch of the first line of Athens express rail network for the Olympic Games.
Creation of Equival, devoted to mobility services: Equival became the parent company of Equival 38 that manages ticketing for the department network in Isère, and Equival 87 that performs various missions (ticketing, commercial management...) in the department of Haute-Vienne.
New contracts:
- EuRailCo set up in Germany and entered the capital of Trans Regio.
- Aix-en-Provence: Mobicité began ensuring daily service to the town-center, adapting its offer to the narrow semi-pedestrian streets thanks to small electric vehicles able to transport up to 7 passengers.
- Equival was selected to manage Rennes bus station.
- Casablanca: RATP Développement and the company M’Dina Bus signed up for delegate management of the city’s bus network for a duration of 15 years.
- The city of Florence granted a concession for the conception, construction and operation of its upcoming light rail network to an inter-company group piloted by RATP Développement.
- FlexCité signed the exploitation contract of the service Filival in the department of Val-de-Marne.
2005
RATP Développement bought out the company “cars Perrier”.
New contracts:
- the Bombela consortium was selected as "preferred builder" to construct the rapid Johannesburg-Pretoria link to be operated and maintained by RATP Développement.
- Algiers: RAPT Développement was chosen to be project manager for Algiers metro.
2006
New contracts:
- FlexCité was chosen to operate the service PAM 78 in the department of Yvelines.
