FLEXCITÉ: REDUCING MOBILITY HANDICAPS

In 2003, the Ile-de-France regional council decided to level its transport services for disabled people. Since then, every general council has organized its own bid for offers, according to what had already been developed locally in this field.

Assisting local authorities

Created in November 2003 to respond to this demand, FlexCité brings together RATP Développement (51% shareholder), TRANSDEV (35%) and the GIHP (Groupement pour l’insertion des personnes handicapées physiques - Group for the integration of physically handicapped people, Ile-de-France, 14%). It aims to support local authorities develop their offer by providing them with a high-quality service for handicapped clients.

FlexCité’s missions are to coordinate and operate transport services for disabled people. This includes:
- assisting handicapped people,
- booking trips adapted to disabled people.

When possible, the company tries to create links with structures that are already implanted in the department to unite the existing competences and improve the global service.

A door to door service

Between the three of them, the founding members of FlexCité operate over 45 transport services for handicapped people in France, which represents over a million people transported per year. This experience leads FlexCité to put its handicapped clients at the heart of their specialized transport service, at each stage related to the trip.

To be able to use this service, the client simply has to book his or her trip with the central reservations office. A vehicle is sent at the agreed upon time to pick up and take the passenger to the exact place he or she wishes to go. The service is door-to-door and can be collective, since one vehicle can adapt its itinerary to transport several passengers.

One of FlexCité’s fundamental values is to assist the clients. The staff is trained to respond to the demands a service adapted to disabled people implies. FlexCité employees follow three-week to one-month training courses that concern:
- the relationship with handicapped people and their environment,
- driving and knowing the area.

A solid position in Ile-de-France

Since FlexCité won the Val-de-Marne bid for offers in April 2005, it has operated the Filival service, through the company it created for this purpose, FlexCité 94. In Spring 2006, the company also won the bid for offers launched by the Yvelines General council (78).
