Transport solutions to improve service in a basin of 80 000 inhabitants

In 1997, the seven communes that form the Chelles basin (east of Paris) observed difficulties operating their urban network. Associated within an ‘inter-commune’ union, they decided to reorganize their transport system with the support of RATP Développement.

The company STBC (société de transport du bassin chellois - Chelles basin transport company) was created the same year and it signed an operating contract with SITBCCE (Syndicat Intercommunal des Transports du Bassin Chellois et des Communes Environnantes - Inter-commune transport union of the Chelles basin and surrounding communes).

3 missions to reorganize the transport network

In accordance with the contract signed with STBC, the inter-commune union contributes to the general economy of the network through a fixed-price contribution that can evolve according to income aims or development of the offer.

STBC’s Missions: 1 - to operate the Chelles basin’s main transport network, APOLO 7 2 - to operate line 13 with the company CIF (Courriers de l’Ile-de-France) 3 - to manage Chelles bus station, a pilot site in the Ile-de-France region carried by STIF (syndicat des transports d’Ile-de-France - Ile-de-France transport union); for this mission, the commercial identity “RezoPlus” was created.

Conclusive results and renewed confidence

Since 1997, the amount of passengers using the APOLO7 network has increased by 40%, for a kilometric offer that has progressed by 24%.

This success is above all due to the commitment of the local communities during two significant restructurings of the APOLO7 network. The first was carried out in 1997 and the second in 2005. The last restructuring was based on a study directed by RATP Développement. It enabled:
- an inter-commune network to be created
- to guarantee school service with the new organization of Chelles high schools
- to serve all schools all day long
- to serve economic development zones
- to improve service to malls and the basin’s main collective facilities

At the same time, STBC renewed for ten years its operation agreement with SITBCCE. Presently, the APOLO7 network serves an area of approximately 80 000 inhabitants spread over 6 600 hectares. This represents 4 million journeys / year, 80% of the journeys made within the perimeter.

STBC is continuing to modernize the APOLO7 network, renewing the fleet that will namely make Chelles transport accessible to disabled people by 2008.
